They both feel that they can break the rules then when punishment comes they believe they will “get another chance”, and in all honesty will Tito being perm banned it would get the message across to h that once rules are broken, there are consequences.

I believe that you should be banned.
From what I’ve seen, you’ve broken the chat rules MANY times. I’ve seen you do this even months ago! (5 months) I think that you haven’t learned any lessons about chat rules, and that you should understand that consequences that you can get.
But, I don’t think you should be perm banned. I believe that you should be perm-muted, because you only broke chat rules, not hacking or exploiting.
