A kitpvp bug?

when i use my Awesome flame bow on someone sometimes it doesnt do damage and they dont get set on fire. It happens alot and is it a bug? Or are they hacking. When ever this bug happens its with my bow from a far range but i know i hit them because i heard the sound.
It’s probably pyro class having fire resistance. (Them)
