IVI there is not bug… he just doesnt know how. Talk to a mayor of a town and they will instruct you what to do to join their town.

Join a town (unless u already joined one) ask for a plot (and maybe there is pre builded houses -I SAID FREAKIN MAYBE-) claim it by doing /plot claim , and well do whatever u want on it
