I have seen something like this happen before. Either he is lagging and can attack or he is hacking.
Sometimes that happens where they cant move and not die, also if you noticed that member had then lagged out after.Its happened many times in HG and other mini games and its never considered hacks even the same thing happened on The Hive with a mod and a donor.
