Im pretty sure nation vs nation wars are included in towny. If u take a look at the towny commands, they are already set up. How the things works is also there too.

Pre Paid Cards are bad. THose require you to have an id and address and other confirmation.
Double check and buy the GIFT CARDS: those are sometimes called VIsa VAnilla Gift CArd or something close.
Im not exactly sure where you live and which card you are buying, but prepaid and giftcard are totally 2 different things.
